Removing Fallopian tubes does not affect your mood since ovaries are responsible for hormone production in your body. That being said, chances of regret are higher if you have permanent sterilization before age 30. I have seen this time and again. Use long-term, reversible contraception options like progesterone IUD till age 30, if you still strongly feel about permanent sterilization then, you can go ahead.

The rate of transmission from mother to baby(vertical transmission) is 18-55% in term infants and 29-55% in preterm infants but is significantly increased when chorioamnionitis is present. As long as the infection is treated, mother and baby should be fine.
