My daughter is sick

She is 11 and she has been having headaches pain in her eyes and throwing up. I gave her ibuprofen and it helps some but the pain comes back. She says it's a throbbing pain.

This kind of history is somewhat concerning. If she has other symptoms of let us say a viral Illness with maybe congested sx and maybe diarrhea etc then eventually the treatment With Motrin and fluids and rest will make her better. However several other things may be At play. Certainly especially fin there is known exposure then she should be tested for covid. Also if there has been a recent history of a head injury this may represent a concussion, Also especially if there has been a history of past headaches this all could be due to a Migraine headache. Best advice would be to try to have her seen by her regular doctor And/or a quick check with for example a local pediatric urgent care facility.
