“Is a rhinoplasty after retinal surgery safe?”
I am 36 years old and I recently underwent a retinal surgery about 10 months back. Is it safe to have a rhinoplasty now? What are the questions I should be asking my doctor in this regard?

There should not be any direct trauma/surgical risk to the eye.
That being said, eye protection during surgery by the surgeon and anesthesiology team could put pressure on your eyes and should be discussed.
Additionally, blood pressure management should be discussed with the anesthesia team with additional recommendations and guidance from your retinal specialist.

Go back to the opthalmologist that did the surgery and talk to him. Cosmetic surgery is not worth the possibility of loosing your vision even in one of your eyes.
