What's considered child neglect, in the legal sense?

I think my daughter's friend is being neglected by her mother and father. She's very skinny for a girl her age, 10 years old, and all you can see is skin and bones. She's not very clean either. It just doesn't seem right, even how she interacts with adults and authority figures (teachers) is off. I think she might be neglected. What's considered child neglect, in the legal sense? Should I report this?

You should report this if you feel she is not being fed and be left alone for long periods of time. If investigation proves everything is fine you can be relieved. If there is a problem, maybe it can be corrected before permanent damage.
